dear Vice Admiral Schönbach,

sehr geehrter Herr Fregattenkapitän Kalski,

Soldatinnen und Soldaten der Fregatte Bayern,

Ladies and Gentlemen!

Today is a very special day for Singapore-German relations.

We are most happy and proud to welcome the “Bayern” to Singapore shores today.

I thank the Singaporean government and the Singapore Navy, and especially the Republic of Singapore Navy represented by you, Fleet Commander Rear Admiral Saw, for your outstanding engagement and support in making this visit happen and for your heartfelt welcome.

For Germany, the Indo-Pacific region is of great importance, as it is for the European Union and its member states.

Last year Germany adopted Policy Guidelines on the Indo-Pacific.

These Guidelines define Germany’s foreign policy priorities for the region.

It is Germany’s overall objective to further intensify our engagement in the region based on existing and future partnerships.

Singapore shares with us the desire to preserve the Indo-Pacific as an area of security, stability and freedom.

Our common belief in a rules-based multilateral order extends to shared responsibility in upholding international law in the realm of security and the freedom of navigation of international waters.

We believe that each nation should participate in the international system on an equal footing, with an equal voice, complementing the strengths of each other for a common good.

This stop in Singapore is significant given the many shared commonalities across a spectrum of areas between our two countries:

More than 2,000 German companies providing for

more than 45,000 jobs

form the backbone of our economic partnership.

The arrival of the “Bayern” demonstrates a further strengthening of cooperation in the field of security and defense policy.

With this, allow me to briefly address the sailors in German:

Willkommen in Singapur!

Wir freuen uns, dass Sie hier sind!

Wir, das sind auch mehr als 8,000 Landsleute, die hier in Singapur leben.

Wenn es die Pandemie erlaubt hätte, wären viele heute zugegen.

Die Fregatte Bayern und Sie, die Mannschaft, zeigen Flagge für unsere Werte und Interessen in einer Region, in der neue geopolitische und geoökonomische Realitäten wie die Rivalität zwischen China und den USA besonders deutlich hervortreten.

Sie zeigen Flagge für die Freiheit der Meere.

Wenn wir uns vor Augen führen, dass täglich mehr als 200 Schiffe diese Wasserstraße passieren, durch die rund ein Drittel des Welthandels geht, dann wird die Bedeutung der Freiheit der Meere allzu deutlich.

Umso wichtiger ist Ihre Präsenz hier zum Jahreswechsel, aber auch in Zukunft.

Nun liegt aber erst einmal eine wohlverdiente Pause vor Ihnen.

Einige von Ihnen werden nach Deutschland zu Familien und Freunde heimkehren, die Übrigen hier vor Ort verbleiben.

So verlockend das Entdecken des “Tropenübungsplatzes Singapur” erscheinen mag, so ist es gerade an Weihnachten und inmitten einer Pandemie nicht leicht, diese Tage 10.000 Kilometer entfernt von zu Hause zu verbringen.

Hinter Ihnen liegt eine besonders belastungs- und entbehrungsreiche Zeit.

Bitte seien Sie daher auch versichert, dass mein Team und ich auch in diesen Tagen für Sie da sind.

Ladies and Gentlemen,

It is noteworthy, that prior to this stopover in Singapore, the crew of the “Bayern” was involved in monitoring UN sanctions against North Korea thus serving the United Nations.

This particular mission further underpins what both Singapore and Germany stand together for:

the respect for international law,

the rules-based international order and

the freedom of navigation.

Let me assure you that we are well aware that a sustained effort in all fields is needed to live up to our commitment of broadening our footprint in the region.

The new Federal Government vows to make progress in cooperation also on climate protection, trade and the digital transformation just to name a few examples.

Germany is genuine in its engagement with Southeast Asia and we look forward to continuity and growth between our two nations in the years to come.
